1. You Must Be the Head of Your Family
According to NADRA records, the applicant must be the head of their family. If you are not the head of family in NADRA records, update your records at NADRA first before applying.
2. You Must Be a Permanent Resident of Punjab
The applicant must be a permanent resident of Punjab according to their NADRA CNIC. Your CNIC address must be within Punjab Province. If your NADRA address is outside Punjab, update your records at NADRA first.
3. You Must Own a Small Plot of Land (5 Marla Urban / 10 Marla Rural)
The applicant must be the sole owner and possessor of a residential plot. The land must be 5 Marla or less in urban areas, and up to 10 Marla in rural areas anywhere in Punjab. The land must be registered in your name only at the Punjab Land Records Authority (PLRA) — shared ownership creates complications.
4. You Must Be Registered in NSER with a PMT Score of 60 or Below
The applicant must be registered with the National Socio-Economic Registry (NSER) in a household having a PMT score of 60 or less. If not registered in NSER, visit your nearest BISP Tehsil Office and get registered before applying. The lower your PMT score, the higher your chances of selection.
5. You Must Have No Criminal Record
The applicant should not have a criminal record such as being convicted for anti-state, anti-social activities, or any heinous crimes. If a false FIR is in a police station against your name, visit the nearest police station and get it removed.
6. You Must Not Be a Loan Defaulter
The applicant should not be a loan defaulter of any financial institution or bank. If you have an old unpaid loan at any bank, settle it before applying.
7. You Must Not Already Own a Constructed House
The applicant should not already own a constructed house in their name. The scheme is for families who genuinely do not have a home, not those looking to expand existing property.
Who Cannot Apply?
You cannot apply if:
- Your CNIC address is from a province other than Punjab.
- You own more land than the limit (more than 5 Marla urban / 10 Marla rural).
- Your PMT score is above 60.

- You already own a built house anywhere in Pakistan.

Total Loan Amount
The maximum loan under this program is Rs. 1,500,000 (Rs. 15 Lakh). You can also request a lower amount depending on your construction needs. Smaller loans mean smaller installments.
Government Subsidy
If you are selected as a beneficiary, you only need to pay 40% of the total house cost. The government covers the remaining 60%. For example, if you get a Rs. 15 lakh loan, the government covers Rs. 9 lakhs — you only repay Rs. 6 lakhs, with zero interest.
Grace Period
