The Benazir Income Support Programme (BISP) is currently paying Rs. 14,500 per quarter under the Benazir Kafaalat programme. This is the confirmed amount for the July–September 2026 and October–December 2026 cycles. From January 2027, the quarterly payment rises to Rs. 18,000 — confirmed in Pakistan’s FY2026–27 federal budget and in the government’s written commitment to the IMF.

Three significant changes happened since June 2026 that every beneficiary must know about: the Rs. 280 cash withdrawal fee on digital wallets (confirmed by the State Bank of Pakistan, July 10, 2026), the December 31, 2026 deadline for mandatory wallet registration, and the Rs. 18,000 increase confirmed for January 2027. This guide covers all three — along with how to check your payment status, withdraw your funds, and fix every common payment problem.

BISP Payment Increases to Rs. 18,000 From January 2027

The quarterly Kafaalat payment rises from Rs. 14,500 to Rs. 18,000 starting January 2027. This is confirmed in Pakistan’s FY2026–27 federal budget and in the government’s written commitment to the IMF — it is not a rumour.

BISP 18000 kab milega — when will BISP pay Rs. 18,000?

The government committed to this increase in its letter to the International Monetary Fund (May 2026). Finance Minister Muhammad Aurangzeb presented the FY2026–27 federal budget on June 12, 2026, allocating Rs. 838 billion to BISP — a 17% increase over the previous year — to fund the higher payment.

  • October–December 2026 payment: Rs. 14,500 (unchanged)
  • January–March 2027 payment: Rs. 18,000 (first cycle at new amount)
  • You do not need to re-register — the increase applies automatically to all current beneficiaries

What is the BISP wallet withdrawal charge?

Getting your Benazir SIM and activating the wallet costs nothing

What is RAAST and how does it save you money?

RAAST is Pakistan’s central bank-run instant digital payment system. If you send your BISP payment from your digital wallet to a bank account using RAAST, the transfer is instant and completely free. Only physically withdrawing cash at an agent or ATM attracts the Rs. 280 charge.

The maths: On a Rs. 14,500 payment, one cash withdrawal costs Rs. 280 — about 1.9% of your payment. Withdrawing in two separate transactions costs Rs. 560. Transferring the full amount once via RAAST costs nothing.

Does this fee change? The SBP stated it will review and re-notify the fee schedule every six months. The Rs. 280 figure applies from July 2026 until the SBP announces a revision.

What is Wallet Registration Deadline

Every BISP beneficiary must complete digital wallet registration before December 31, 2026. After this date, traditional campsite cash collection ends.

The State Bank of Pakistan confirmed this deadline at the National Assembly Standing Committee on July 10, 2026. After December 31, campsite and manual cash collection options will not be available. If you miss the deadline, your payment will be held until you complete wallet registration.

How to register before the deadline

  • Your Benazir SIM will be issued or your existing SIM linked to your wallet
  • Visit your nearest BISP Tehsil Office with your original CNIC
  • Tell the staff you need to register for the Benazir SIM digital wallet
  • Registration and SIM issuance are completely free — do not pay anyone
  • Complete biometric verification (fingerprint) on site

Already have a Benazir SIM but wallet not activated? Having the SIM is not enough — you must complete wallet activation separately at your Tehsil Office. If your SIM has gone inactive (no calls or SMS in 30 days), make any call or send any SMS from it first to reactivate, then visit the office.

Who is Eligible for BISP 8171 Payment?

To receive the Benazir Kafaalat payment of Rs. 14,500 per quarter, you must meet all of the following eligibility conditions:

  • You are a woman with a valid Pakistani CNIC (National Identity Card).
  • Your household has completed the NSER (National Socio-Economic Registry) survey.

Common Problems and Their Solutions

Some issues can occur while checking your balance or when you withdraw your payment. Review the common problems and solutions below.

Portal shows “Payment Issued” but I received nothing

8171 pe payment issued aa raha hai lekin paisa nahi mila — why?

Most common cause since July 2026: your digital wallet is not yet activated. Your payment was deposited into a wallet account that was never fully set up. Visit your nearest BISP Tehsil Office with your original CNIC to complete wallet activation. The payment releases once activation is confirmed.

Other causes: your CNIC expired after the payment was approved; your region’s payment phase has not been reached yet (wait 3–5 working days and recheck); or a NADRA record sync is pending after a recent CNIC renewal.

If not resolved after 5 days: Call 0800-26477. State your CNIC, district, and that the portal shows “payment issued” but you received nothing. You will receive a complaint reference number.

My Payment Has Stopped — What Should I Do?

BISP payment band ho gai — why did my BISP payment stop?

Common reasons: your PMT score increased above the threshold after an NSER data update; your CNIC expired and was not renewed; your NSER survey data has an error; or your account was flagged during a routine anti-fraud review.

Visit your nearest BISP Tehsil Office with your original CNIC. Ask specifically to check your NSER data and your current PMT score. If the data is wrong, request a Dynamic Survey correction. Payments typically resume within 30–60 days after a correction is processed.

I Have Not Received My Payment Yet — Was My Payment Missed?

Payments are released in multiple phases across different regions of Pakistan. It is possible your phase has not been released yet. Wait 3–5 working days and then re-check your status via the 8171 web portal or by sending your CNIC to 8171 via SMS. If the status shows “approved” but you still have not received funds, visit your nearest BISP Tehsil Office immediately.

Biometric Verification Failed at the Payment Center

BISP ATM pe anghootha nahi mil raha — biometric failure BISP

After two failed biometric attempts, ask the camp supervisor for an Operational Verification Form (NADRA Re-verification). This form authorises manual approval — you do not need to keep retrying the machine or make return trips.

What to say: “Mujhe Operational Verification Form chahiye — mera anghootha match nahi ho raha.” The supervisor is required to provide it after two failed attempts.

Before your next attempt: wash and dry your hands thoroughly, press your finger slowly and firmly — a rushed light press is the most common cause of failure. If the failure is caused by outdated NADRA biometric data, visit a NADRA office for a biometric update — this takes 1–2 working days.

CNIC expired error at the ATM or payment centre

BISP machine CNIC expired error — NADRA se renew karwa liya phir bhi error

Even if you renewed your CNIC at NADRA, the BISP system may not have synced the updated record yet. Call 0800-26477 and tell them your CNIC was renewed at NADRA but the BISP system still shows it as expired. They will flag your record for a manual sync, which typically resolves within 3–7 working days. Do not attempt the ATM again until the sync is confirmed.

Agent took part of my payment

BISP agent ne mera paisa kaat liya — how to complain about BISP agent deduction

Agent deductions are illegal. Any amount below the full quarterly payment is theft from a government programme, regardless of what the agent calls it — service fee, processing charge, or taxes.

What to do immediately:

  1. Demand a printed receipt showing the exact amount disbursed before leaving the payment point
  2. Note the agent’s name, shop name, and the exact amount you received
  3. Call 0800-26477 the same day — say your payment was short and ask for a complaint reference number
  4. Keep your receipt and the complaint reference number together

Resolution timeline: helpline acknowledges same day; resolution takes 15–30 working days.

Digital wallet not activating or showing zero balance

BISP digital wallet activate nahi ho rahi — BISP wallet balance zero

SIM inactive: a SIM goes inactive if no call or SMS is made within 30 days of issue. Make any call or send any SMS from the SIM to reactivate it first.

SIM not in your name: visit your telecom service centre to update SIM ownership to your CNIC.

Wallet not linked to your BISP record: having the SIM is not enough. You must complete wallet activation at a BISP Tehsil Office.

Error 45648 or similar codes: your account has been temporarily flagged. Call 0800-26477 with your CNIC and the error code for resolution.

Do not share your CNIC or PIN with anyone offering these amounts.

If you received a message claiming your BISP payment increased to Rs. 25,000, Rs. 35,000, or any figure above Rs. 14,500 — it is a scam. These figures appear exclusively in fraud messages.

  • WhatsApp messages claiming your payment increased and asking you to verify by sharing your CNIC photo — this is identity theft
  • Calls from normal mobile numbers claiming to be from BISP and asking for your OTP to “release” your payment — BISP never calls from normal numbers
  • Fake websites with URLs like 8171pass.gov.pk or bispcheck.com asking you to enter your CNIC
  • Agents charging any fee at any stage of registration or payment collection

If you already shared your information: Call NCCIA on 1991 immediately.

Frequently Asked Questions (FAQs)

The BISP 8171 payment amount in 2026 is Rs. 14,500. This is a quarterly installment paid under the Benazir Kafaalat Program. The amount was increased by Rs. 1,000 (from Rs. 13,500) to help families manage rising inflation.

The Rs. 14,500 BISP payment is quarterly, meaning you receive it once every three months — not every month. So in one year, eligible beneficiaries receive four installments totaling Rs. 58,000.

You can check your BISP payment status in two ways. Online: visit 8171.bisp.gov.pk, enter your 13-digit CNIC number, solve the captcha, and click Check. By SMS: send your 13-digit CNIC number (without dashes) to 8171 from any Pakistani mobile network — this is free of charge. The reply SMS will show your payment status and whether your Rs. 14,500 installment has been approved.

If your thumbprint (biometric verification) is not working at the ATM or BISP center, visit your nearest NADRA office to update your biometric data. After the update (usually within 1–2 working days), your fingerprint will work at BISP centers and ATMs again. You can also try visiting an authorized BISP retailer where the biometric device may be different.

Your BISP payment may stop for several reasons: your CNIC has expired, your PMT score has increased above the eligibility threshold after an NSER Dynamic Survey update, your household data in NSER is incomplete or incorrect, or you have not completed the required biometric verification. Visit your nearest BISP Tehsil Office with your original CNIC to find out the exact reason and resolve it.

BISP releases payments in different phases across Pakistan. Your neighbor receiving payment does not mean you are ineligible — your payment may simply be in a later phase. Wait a few days and check your status again using the 8171 portal or by sending your CNIC to 8171 via SMS.

Yes, you can receive your BISP Rs. 14,500 payment directly into your JazzCash or Easypaisa mobile wallet. To set this up, visit your nearest BISP Tehsil Office with your original CNIC and your mobile number registered with JazzCash or Easypaisa. The office will link your wallet to your BISP account. You will receive a confirmation SMS once it is done.

BISP has partnered with four banks for ATM-based payment withdrawal: Habib Bank Limited (HBL), Bank Alfalah, HBL Microfinance, and Bank of Punjab. You will receive a dedicated ATM card from your designated bank. Use it at any ATM of that bank by entering your 4-digit PIN to withdraw your Rs. 14,500.

If the portal shows you as not eligible, visit your nearest BISP Tehsil Office with your original CNIC. Ask them to check your NSER survey data. You may need to update your household information by completing or correcting your NSER Dynamic Survey. After the update, your eligibility will be re-evaluated within a few weeks.

The official BISP helpline number is 0800-26477. This is a toll-free number available during official working hours. You can call to ask about your payment status, eligibility, or to report problems with your account.
