PSER stands for Punjab Socio-Economic Registry, a household data system managed by the Punjab Social Protection Authority (PSPA). The Punjab government collects data about your household through this survey — including your income, assets, family members, education, and health situation — and uses it to decide which families qualify for government support. You can register directly at the official portal, pser.punjab.gov.pk.
The PSER survey was started by the Government of Punjab under CM Maryam Nawaz and PM Shehbaz Sharif to collect real household information. PSER survey 2026 is fully active. The online portal is open, registration centers are running across Punjab, and if you have not registered yet, now is the time.
The PSER portal is open now at pser.punjab.gov.pk. Door-to-door survey teams are actively visiting homes across all 36 districts of Punjab in 2026, targeting 30 lakh new registrations. Registration is completely free at every stage.

What Is PSER — and Why Does Every Punjab Family Need It?
PSER is the Punjab government’s master database for identifying low-income households. It is the single gateway to every welfare scheme run by CM Punjab. Without PSER registration, your household cannot be considered for any provincial benefit — no matter how poor you are.
The Punjab Social Protection Authority (PSPA) manages PSER under the Government of Punjab. The system collects verified socio-economic data from every household — income, family size, assets, housing conditions, employment — and assigns each household a PMT (Poverty Means Test) score. This score determines which programmes your household qualifies for.
PSER was built to solve a documented problem: old self-reported data systems excluded millions of people from social protection because their records were wrong, outdated, or missing. PSER now cross-checks your submitted data against NADRA records, land ownership registers, property databases, and vehicle registration records. The result is a more accurate poverty picture than any self-reported system produced.
What PSER is not: PSER is not a cash transfer programme. It is the eligibility database that connects you to programmes providing cash, food, health coverage, and other support. Registering in PSER does not automatically give you money — it makes your household visible so the government can consider you for benefits.
Most government schemes in Pakistan require PSER registration before you can access any benefit. If you have not completed the PSER Survey, you do not qualify for the Kisan Card, Himmat Card, Rahmat Card or Bewa Sahara Card, Ramzan Package, Solar Scheme, Laptop Scheme, or dozens of other programs the Punjab government runs.
Is PSER the same as BISP?
BISP aur PSER ek hi hai?
No. They are different systems run by different governments. BISP’s NSER is the federal poverty database managed by the national government for federal programmes. PSER is Punjab’s provincial database managed by PSPA for CM Punjab programmes. You need NSER for federal BISP benefits and PSER for Punjab provincial benefits. Being registered in one does not automatically register you in the other.
Can BISP Beneficiaries Register in PSER?
Yes, you can register in PSER even if you receive BISP Kafaalat. Yes, BISP beneficiaries can register in PSER — the two are separate systems, not duplicates. BISP is a welfare program that provides cash assistance to eligible households, whereas PSER is a broader data-collection system that doesn’t distribute benefits itself but instead helps multiple government programs design more targeted interventions. Since PSER captures socioeconomic data at a wider scale, existing BISP beneficiaries are not excluded from this registration — being enrolled in BISP does not replace or exempt anyone from being counted in PSER.
In fact, registering in PSER can benefit BISP beneficiaries directly, since the data collected feeds into a shared pool used by other welfare and development programs — meaning households already receiving BISP support could become eligible for additional schemes (health, education, utility relief, etc.) based on their PSER record. In short: BISP recipients should register in PSER, as it only strengthens their profile in Pakistan’s social protection system rather than conflicting with their existing benefits.
Can BISP Beneficieries also receive CM Punjab Rashan Card?
No, you cannot receive CM Punjab Rashan Card grocery subsidy if you are already receiving BISP beneficieries. CM Punjab Rashan Card (Rs. 3,000/month grocery subsidy) is specifically designed for households not already receiving federal BISP support. BISP beneficiaries are excluded from this one programme only.
The Rashan Card exclusion does not apply to all PSER-linked schemes. BISP beneficiaries may still qualify for the Himmat Card (if a disabled member is present), Health Card, Solar Scheme, and Aghosh Programme depending on their PSER PMT score and household situation. Register in PSER regardless of your BISP status — the system evaluates your household for each programme individually.
PSER Eligibility Criteria 2026 – Who Can Register?
Only permanent residents of Punjab with a monthly household income below PKR 50,000 are eligible. Priority is given to families with disabilities, chronic illnesses, or female-headed households. The PMT score must be below 34 to qualify. Check your PMT Score here.

Who is NOT eligible:
Important: PSER cross-checks your submitted data against NADRA records, land ownership registers, property registration databases, and vehicle registration records. Submit honest, accurate information — discrepancies are detected automatically and cause rejection.
⚠️ One thing to be clear about: PSER is only for Punjab residents. People living in Sindh, KPK, Balochistan, Gilgit Baltistan, or AJK are not eligible for this registry. Each province manages its own database.
Your PMT score matters the most. The PMT score is calculated automatically based on your registration form data. A lower PMT score means more need. For most relief programs like the PSER Ramzan Program, a PMT score below 34 is generally required. Your housing condition, assets, income, and number of family members all affect this score.

How to Register Without Internet (Offline Method)
If you do not have a smartphone or internet, go to your nearest PSER registration center. The Punjab government set up more than 5,000 centers across the province for exactly this situation.

PSER Door-to-Door Survey
Punjab also runs a door-to-door PSER survey. Trained field teams visit households to collect or update income, family size, housing, and living-condition details directly. This helps include families who cannot access the internet or a registration center. If a survey team visits your home, ask for their official ID before sharing any information, and report unverified visitors to the PSER helpline at 0800-02345.
The 2026 door-to-door campaign is targeting over 30 lakh (3 million) new households. Even if you registered before, a team visit in 2026 is an opportunity to update changed household information such as a new disability, changed income, or new family members.
What is PSER Registration Online 2026 Last Date
There is no single fixed last date for PSER registration. The Punjab government built PSER as a continuous registry that stays open all year. You can register today, next month, or six months from now. However, if your name is not in the database when a benefit program runs its selection, you miss that round. Register now and your name is in the system for every program that comes after.

Most rejections happen due to wrong CNIC data, mismatched address, or income information that could not be verified. Fix the issue and reapply.
Difference Between NSER and PSER
Many people confuse these two registries because both collect household data and both affect government benefits. NSER (National Socio-Economic Registry) is managed at the federal level and covers households across Pakistan. BISP established NSER in 2011 for federal programs like Benazir Kafaalat and Ehsaas. However, COVID-19 exposed serious data gaps in NSER that excluded an estimated 25 million people in Punjab from social protection.
Punjab built PSER specifically to fix those problems. While NSER relies on self-reported data, PSER cross-checks household information against land records, property ownership, and vehicle registration databases — making it significantly more accurate. PSER data is also integrated with BISP to verify Benazir Kafaalat and ration subsidy eligibility.
NSER gets you federal benefits like Benazir Kafaalat while PSER gets you Punjab-specific benefits like the Kisan Card, Himmat Card, Rehmat Card, and Ramzan Package. If you currently receive BISP Benazir Kafaalat, you still need to register for PSER separately to access province-specific programs.
If you currently receive Benazir Kafaalat, you are registered in NSER. You still need to register in PSER separately to access CM Punjab schemes. One registration does not cover the other.
Government Welfare Schemes Linked to PSER
Once you complete your PSER registration, you become eligible for multiple government programs through the same database. Registering once keeps your household visible for all current and future schemes linked to PSER. New programmes regularly open using PSER as their primary eligibility database. Here are the major schemes that use PSER data for beneficiary selection:
Registering once keeps your household visible for all current and future schemes linked to the PSER database.
How to Check PSER Eligibility by CNIC
After you complete the PSER survey, the system calculates a Poverty Means Test (PMT) score for your household. You cannot see your exact PMT score on the portal, but you can see your application status and whether any program has selected your household. You can also check your PMT Score here.
For a fast CNIC-based check, send your 13-digit CNIC number (no dashes) to 8070 via SMS. The reply tells you whether you are in the system and your current benefit status. If the reply says you are not registered, complete your PSER registration first at pser.punjab.gov.pk and check again after a few weeks.
How Your PMT Score Is Calculated
Your PMT score is calculated automatically from your PSER survey data. You cannot set it directly — it reflects your household’s actual socio-economic conditions. A lower score means higher eligibility priority.
For most PSER-linked programmes, a score below 34 is required. For the Rashan Card specifically, the threshold is below 35 with priority given to households scoring below 32 or 25 depending on the programme phase.
⚠️ Do not try to manipulate this information. Authorities cross-check your submitted data through NADRA integration. If your data does not match NADRA records, your registration gets rejected.
PSER Portal Login – Forgot Password
