PSER is the Punjab government’s master database for identifying low-income households. It is the single gateway to every welfare scheme run by CM Punjab. Without PSER registration, your household cannot be considered for any provincial benefit — no matter how poor you are.
The Punjab Social Protection Authority (PSPA) manages PSER under the Government of Punjab. The system collects verified socio-economic data from every household — income, family size, assets, housing conditions, employment — and assigns each household a PMT (Poverty Means Test) score. This score determines which programmes your household qualifies for.

Is PSER the same as BISP?
BISP aur PSER ek hi hai?
No. They are different systems run by different governments. BISP’s NSER is the federal poverty database managed by the national government for federal programmes. PSER is Punjab’s provincial database managed by PSPA for CM Punjab programmes. You need NSER for federal BISP benefits and PSER for Punjab provincial benefits. Being registered in one does not automatically register you in the other.
Can BISP Beneficiaries Register in PSER?
Yes, you can register in PSER even if you receive BISP Kafaalat. Yes, BISP beneficiaries can register in PSER — the two are separate systems, not duplicates. BISP is a welfare program that provides cash assistance to eligible households, whereas PSER is a broader data-collection system that doesn’t distribute benefits itself but instead helps multiple government programs design more targeted interventions. Since PSER captures socioeconomic data at a wider scale, existing BISP beneficiaries are not excluded from this registration — being enrolled in BISP does not replace or exempt anyone from being counted in PSER.
In fact, registering in PSER can benefit BISP beneficiaries directly, since the data collected feeds into a shared pool used by other welfare and development programs — meaning households already receiving BISP support could become eligible for additional schemes (health, education, utility relief, etc.) based on their PSER record. Can BISP Beneficieries also receive CM Punjab Rashan Card?
No, you cannot receive CM Punjab Rashan Card grocery subsidy if you are already receiving BISP beneficieries. CM Punjab Rashan Card (Rs. 3,000/month grocery subsidy) is specifically designed for households not already receiving federal BISP support. BISP beneficiaries are excluded from this one programme only.
The Rashan Card exclusion does not apply to all PSER-linked schemes. BISP beneficiaries may still qualify for the Himmat Card (if a disabled member is present), Health Card, Solar Scheme, and Aghosh Programme depending on their PSER PMT score and household situation. How to Register for PSER Online 2026 – Step by Step Guide
The official PSER portal is pser.punjab.gov.pk. You can register from your phone browser or any computer. The whole process takes 15 to 25 minutes if your information is ready.
Open your mobile or laptop browser. Go to pser.punjab.gov.pk. Bookmark it — you will need it later to log in and track your status.
Click on Register or New Application. Fill in your full name, CNIC number (all 13 digits, no dashes), mobile number, district, tehsil, and a password. Click submit and enter the verification code you receive by SMS on your SIM.

How Your PMT Score Is Calculated
Your PMT score is calculated automatically from your PSER survey data. You cannot set it directly — it reflects your household’s actual socio-economic conditions. A lower score means higher eligibility priority.
For most PSER-linked programmes, a score below 34 is required. For the Rashan Card specifically, the threshold is below 35 with priority given to households scoring below 32 or 25 depending on the programme phase.
